DEĞERLİ KATILIMCILAR

  Hızlı değişen bir dünyada yaşıyoruz. İçinde bulunduğumuz coğrafya ise ekonomik ve siyasi krizlerle boğuşuyor. Böylesi karmaşık bir dünyada “Yerel yönetimleri nasıl konumlandırmalıyız?” sorusunu kendimize sormalıyız.

  Tüm dünyada ve ülkemizde, vatandaşların talepleri bize birey ile toplumun, toplum ile devletin ilişkisini yeniden gözden geçirmemiz gerektiği mesajını veriyor. Bireylerin toplumda ve siyasette karar vericiler ile ilişkisini yeniden kurmak zorundayız. Yerel yönetimler bu ilişkileri yeniden kurabilecek ve alternatif oluşturabilecek alanlar. Bu sebeple bizlerin görevi bu alternatifleri tartışmaya açmak ve hayata geçirmek. Biz bu tartışmayı farklı ülke deneyimlerini dinleyeceğimiz uzmanlarla ve akademisyenlerle birlikte yapmak istiyoruz.

  Bu çerçevede belediye olarak deneyimlerimizi üç temel alana ayırarak gözden geçireceğimiz bir program hazırladık. Birinci alanı sosyal politika alanı olarak tanımladık. Bu alanda daha çok toplumsal eşitsizliklerden doğan mağduriyet ve dışlanma gibi olumsuzlukları ortadan kaldırmaya yönelik faaliyetlerimiz, hizmetlerimiz ve projelerimiz var. İnsan odaklı bir yaklaşımın parçası olarak, sosyal politika alanına özel bir öncelik verdik. Bu toplantıda da Kadıköy Belediyesi’nin sosyal politika alanındaki yaklaşımını değerlendirmeyi ve gerek uluslararası alandaki gelişmeleri, gerekse ulusal düzeydeki dinamikleri dikkate alarak geleceğe yönelik daha sistematik bir yaklaşımı ve modeli ortaya koymayı hedefliyoruz.

  Sosyal politikalar başlığı altında son yıllarda kimlik sorunu altında/adıyla/olarak tartışılan konuları ekonomi temelli bir yaklaşımla ve uygulamaların bütünselliğini sorgulayarak tartışmaya açmak istiyoruz. Bu tartışmayla değişen koşullara uyumlu mesleklerin, çalışma ortamlarının ve yaratıcı sektörlerin oluşmasından, hiç değişmeyen eşitsizliklerin kendini yeniden üretme şekillerine kadar geniş bir yelpazede geleceğe dönük değerlendirmelerde bulunacağız.

  Önümüzdeki günlerde yine uluslararası bir ortamda tartışamaya açmayı hedeflediğimiz ikinci başlık kentsel gelişme alanı olarak belirlendi. Bu başlık altında, mekânsal gelişmeleri, merkez ve konut alanlarının gelişme dinamikleri ve bu konulardaki politika ve uygulamalarımızı değerlendireceğiz.

  Bu iki alanda bugüne kadar yaptığımız değerlendirme ve analizler bizlere üçüncü başlığımız olan kurumsal kapasite ve gelişme konusunda önemli tespitler yapma şansı sağladı. Hayallerimizi gerçekleştirebilmek için ona uygun bir kurumsal yapımızın, işleyişimizin olması gerekiyor. Bu alanda içinde bulunduğumuz koşulları daha iyi hale getirmek için önemli mesafeler kaydettik. Ancak daha büyük değişimleri hayata geçirmeyi planlıyoruz.

  Bütün bu alanlarda çok şey yapılabilir. Önemli olan yerel yönetimlerin, kentliyi ve kenti esas alan, vatandaşları için onurlu bir yaşamın koşullarını sağlamayı hedefleyen, bunu yaparken adımlarını vatandaşıyla birlikte atan demokratik bir yönetimi hedeflemesi. Biz kendimizi Kadıköylülerle birlikte yazdığımız bir hikayenin parçası olarak görüyoruz. Bu hikayeyi yapılacak olan değerlendirmelerle daha da büyüteceğimize, bütünlüklü bir hale getireceğimize inanıyoruz. Bu inançla sosyal politika alanında gerçekleştirdiğimiz bu etkinliğin başarılı geçmesini diliyorum. Tüm katılımcılara teşekkür ediyorum.

Dear participants,

 

   We live in a fast-changing world. Our geography is struggling with economic and political crises. In such a complex world, we should ask ourselves “How should we position local governments?”.

The demands of the citizens all over the world and in our country, gives us the message that we have to reconsider the relationship between the individual and society, society and the state. We have to re-establish the relationship of individuals with decision-makers in society and in politics. Local governments are the spaces that can re-establish these relations and hold an alternative. Therefore, our task is to open up for discussion of these alternatives and put them into practice. We want to make this discussion together with experts and academics from around the world with different experiences.

In this context, as the local municipality we have prepared a program that we will reconsider our experiences by dividing into three main areas. We defined the first area as the area of social policy. In this area, we have involvements, services and projects aimed at eliminating the negativity of social inequalities such as victimization and exclusion. We have given particular priority to the area of social policy as part of a human-centered approachment. In this meeting, we aim to evaluate Kadikoy Municipality’s approach in the field of social policy and to produce a more systematic approach and model for the future considering the developments in the international arena as well as the dynamics at the national level.

We want to discuss the issues regarded as identity problem under the title of social policies in the recent years, by questioning with an economic-based approach and the totality of practices. During these discussions, we will make future assessments in a wide range of ways, from the formation of professions and development of working environments and creative sectors compatible with the evolving conditions, to understanding the ways of regenerating the never-changing inequalities.

The second title that we aim to discuss in an international environment in the coming days, is determined as the urban development area. Under this title, we will evaluate the spatial developments, the dynamics of development of the central and residential areas and our policies and practices regarding these issues.

The evaluations and analyzes we have accomplished so far under these two titles, provided us with the opportunity to make important determinations about our third discussion topic concerning the institutional capacity and development. We need to have a proper institutional structure and functioning in order to realize what we envision. We have made significant progress in improving the conditions in this area. However, we plan to implement larger changes.

A lot can be done in all these areas. What is important is that the local governments aim at a  steps forward towards democratic administration that is based on the city and the citizen, providing the conditions of an honorable life for its citizens and taking these steps with the citizens. We see ourselves as part of a story that we write together with the citizens of Kadikoy. We believe that we will make this story even bigger and more complete thanks to these assessments. With this belief, I wish that this event we realized on the field of social policy, will be successful. I would like to thank all participants with regards.
